How Mature Are Your Operations?
A practical framework for understanding where your organisation is today, where it needs to be tomorrow, and what to do next.
Growth changes the nature of operational problems.
In a smaller organisation, many things can work through experience, direct communication and individual knowledge. Priorities can be agreed quickly. Managers know what is happening because they are close to the work. Spreadsheets, informal routines and personal ownership can be surprisingly effective.
As an organisation grows, that model becomes harder to sustain.
More customers create more transactions. More employees create more coordination. More suppliers, products and systems create more dependencies. Information becomes fragmented, responsibilities become less obvious and decisions take longer.
This is where operational maturity becomes important.
Operational maturity is not about creating more bureaucracy, implementing an ERP system or automating everything that moves.
It is about developing the capabilities required to operate consistently, make informed decisions, manage increasing complexity and improve without depending excessively on individual people.
What operational maturity really means
An operationally mature organisation understands how work happens across the business and has appropriate mechanisms to control, measure and improve it.
That includes more than documented processes. It includes how strategy is translated into operational priorities, how responsibilities are assigned, how information flows, how performance is reviewed, how problems are escalated, how knowledge is retained and how technology supports the work.
Importantly, maturity does not develop evenly.
A company might have strong quality controls but weak production planning. It might have sophisticated software but poor data discipline. It may produce excellent KPI dashboards but make few decisions from them.
A maturity assessment therefore needs to look at the operating system as a whole rather than trying to reduce the business to a single number.
Eight dimensions of operational maturity
Strategy & Operational Alignment
Are operational priorities connected to business objectives, customer requirements and growth plans?
Processes & Standardisation
Are critical activities defined, repeatable and understood, or do outcomes still depend largely on individual experience?
Roles, Ownership & Governance
Are responsibilities and decision rights clear? What happens when a key person is unavailable?
Performance Management & KPIs
Does the organisation measure what matters, review performance consistently and act when performance moves away from target?
People, Capability & Knowledge
Does the organisation deliberately develop skills, transfer knowledge and create resilience beyond individual employees?
Quality, Risk & Compliance
Are quality and risk controls embedded within normal operations, or mainly activated once something has already gone wrong?
Systems, Data & Technology
Do systems provide reliable information and make processes easier to manage, or are teams compensating manually for fragmented systems and poor data?
Continuous Improvement & Change Capability
Can the organisation identify problems, prioritise improvement and sustain change, or does improvement rely mainly on individual initiatives?
A five-level operational maturity model
The purpose of maturity levels is not to award the organisation a score. They provide a common language for understanding what type of operating environment exists today and what capabilities should be developed next.
Reactive
Operations are driven largely by immediate demand and problems. Typical signs include firefighting, inconsistent processes, unclear ownership, dependence on key individuals and limited performance visibility.
Priority: Stability and visibility.
Controlled
Basic operational controls begin to develop. Responsibilities become clearer, important processes are documented, some KPIs exist and management routines start to emerge.
Priority: Move from firefighting towards repeatable control.
Defined
Core operational processes are established and increasingly consistent. Roles, reviews, controls and performance frameworks are more structured, and the organisation begins to become scalable.
Priority: Consistency, integration and scalability.
Data-Driven
Reliable information increasingly supports performance management, forecasting, analytics and operational decision-making. Automation becomes more valuable because the underlying processes are more stable.
Priority: Use evidence to anticipate and improve performance.
Adaptive
Improvement is embedded in the operating model. Processes, technology, organisational capability and management practices can evolve as business conditions change.
Priority: Adapt without losing operational control.
How do you assess maturity in practice?
A maturity assessment should not be completed entirely from a meeting room.
Self-assessment questionnaires can provide useful initial information, but they cannot reliably show the difference between how a process is supposed to work and how it actually works.
Leadership interviews
Start with strategic objectives, growth expectations, customer requirements, operational constraints, known risks and planned investments.
Process review
Follow the critical operational flows across planning, procurement, production, quality, inventory, fulfilment and customer support. Pay particular attention to handovers, where ownership and information often become weaker.
Go and see
Observe how work actually happens. Look at how priorities are communicated, how deviations are handled, how information is accessed and whether documented processes reflect operational reality.
Review operational evidence
Use information the business already produces: delivery performance, inventory accuracy, supplier metrics, quality data, downtime, customer complaints, training records, audit findings and management reports.
The objective is not to collect more data. It is to understand whether existing information creates visibility and leads to action.
Is an audit part of a maturity assessment?
It can be, but an audit and a maturity assessment should not become the same exercise.
Are requirements and defined controls being followed?
How capable is this operating system, how consistently does it deliver the intended outcome, and what capability should be developed next?
Audit findings therefore become an important evidence stream inside the maturity assessment rather than defining the assessment itself.

The output should not simply tell management that the organisation is “Level 2.7”. It should create a practical path forward.

Understand
Assess the current state, review critical processes, responsibilities, performance, data, systems and capabilities.
Stabilise
Clarify ownership, standardise critical activities, refine essential KPIs and strengthen management routines.
Build
Define the target state, prioritise larger initiatives, evaluate automation and systems opportunities and assign ownership.
Stabilise before you optimise.
Standardise before you automate.
Understand before you transform.
Where technology fits
Technology is an important part of operational maturity, but it should support the operating model rather than substitute for one.
When spreadsheets, disconnected systems and manual administration begin to limit visibility and coordination, integrated systems, automation and analytics can create substantial value.
But readiness matters. If processes remain unstable, responsibilities unclear and data unreliable, more sophisticated technology can reproduce those weaknesses at greater scale.
The same increasingly applies to AI. Reliable AI outcomes depend on reliable operational foundations.
Maturity is not a one-time assessment
Markets change. Teams grow. Systems evolve. New customers introduce new requirements.
A maturity assessment should therefore become part of a management cycle:
Initially, management may ask: “Where are our weaknesses?”
Over time, the better question becomes: “What capability does the business need next?”
That is ultimately what operational maturity is about: creating the operating system appropriate for the organisation you are trying to build.
